[TCARES 0593] SKYWARN Spotter Quick Reference "Ruler" Update

An update to the handy quick reference guide that provides local storm
spotters with vital information has been posted on the web site. The guide
includes what and how to report, local SKYWARN repeaters, tips for
estimating wind speed, and a ruler for measuring hail size.
