[TCARES 0649] D-STAR Repeaters Back on the Network

The failed link radio that provides Internet access to the local D-STAR
repeater site has been replaced. Full network connectivity to the D-STAR
gateway has been restored.

This means that port B (444.300) is linked to reflector 24B, and port C
(146.730) is available for user linking. All normal features should once
again be available through the W9ARP D-STAR repeaters.
