[TCARES 0778] Siren Test Not Expected Today

 When temperature are below freezing, TEMA has a policy of not sounding the
county's warning sirens for tests. (They would, of course, be activated for
real emergencies.)

Thus, no siren test is expected today. Let's hope for warmer weather next
month!
