[TCARES 0853] Wx guide update

Greetings fellow radio nerds. Today's thunderstorm watch reminded me 
that the TCARES weather guide was due for an information update. The 
only change reflects the move to Kevin's repeater, KA9VXS on 441.525+, 
as the Skywarn liason frequency in Tippecanoe county.

To answer a question I was once asked, the ruler was included to make 
actual hail size measurements. Hopefully 9 inches will be sufficient.

As always, use this guide only for good.
